Can an electrician swap a light switch with a powerpoint?

Can an old wall light switch that's no longer being used be swapped to a power point (not by me, by an electrician)?

Any hardwired lights will be on a lighting circuit and anything that plugs in (except in special circumstances such as downlights) are on a power circuit.
