My passionfruit that I purchased from Bunnings has grown like mad and flowers profusely, however the flowers just fall to the ground and it doesn't produce any fruit, does anyone know why this would occur?

It's important to use the pollen from the anther and transfer it directly to the stigma of another flower. I've added an image below. It's best to apply the pollen to all three of the stigmas.
Your passionfruit would be able to self-pollinate, so planting another alongside it is unlikely to improve the situation.

Don't know if my passion fruit problem is connected, but I find now that my cabbage and broccoli are not forming heads yet they look extremely healthy.

Given how healthy your passionfruit is, I doubt that the soil is an issue. As Jason mentioned, starting a new discussion would be a good idea so we can look for a solution. In the interim, just ensure you've applied a good veggie fertiliser to them.
