Any advice to resurface my balcony please

Welcome to the Bunnings Workshop community. It's a pleasure to have you join us, and thank you for sharing your question about painting your balcony tiles.
Looking at the photo you posted, I can still see the glaze coating on most of the tiles. Tiles have a glazed coating on top that prevents paint from adhering to them. You'll find paint for pavers or concrete, as they don't have these coatings and paint can soak into the surface. There are interior paints for internal tiled floors, tiles inside the home don't get extreme wear and tear. Outdoor tiles on the other hand always have small rocks, sand and debris constantly sitting on the surface and would easily scratch the paint off quite quickly.
The only way to paint the surface of the tile is to grind the surface and remove the gloss finish on top. But this has the unintended consequence of rendering the tile floor uneven. If you're putting that much effort into it, I suggest thinking about retiling the whole surface to the colour that you like.
