This gutter piece is missing a cap and not squarely on the drain.
What do I need to buy to fix this up? During heavy rain it makes a mess and it pools near our garage foundation.

One possible method to fix this is to loosen the downpipe clamps and reposition the downpipe so that it sits inside the storm water receiver on the concrete floor. Another way to fix it is to add an extension piece at the end of the down pipe, you can use either COLORBOND® 0.4 x 100 x 75mm x 1.8m Steel Downpipe - Classic Cream or use two Icon Plastics 100 x 65mm PVC Downpipe With 45° Socket Bend. The Colorbond steel down pipe will need to be cut with tin snips to get the right size and the plastic PVC socket bend will need to be joined together with extra PVC pipe.
The final option is to engage the services of a handyperson to re-connect your downpipe to the drain.

The connection point has not only moved forward but also dropped quite a bit.
This has worked for me...
Remove the ridge with a chisel.
Cut a piece of downpipe about the width of the yellow lines.
Remove one or more downpipe clamps so the downpipe can be pulled forward and slide on the coupler.
Insert the downpipe connector, align everything and tap if needed to ensure the connector drops down.
Let me know if you need a sketch of that.

I like your suggestion Alan, I recken that is the way to go.
The clamps holding the downpipe look like they are just nailed into the brick.
Is that common practice? If I pull them out would they hold again?
The downpipe position should not have moved so likely the same holes and if needed as @EricL suggested use plugs or reposition mortar row above or below.
