What can I do about hardwood decking splintering? Drill with sanding disk? Orbital sander? Angle-grinder? Any advice greatly appreciated.

I suggest sanding the surface of your deck in order to get rid of the surface splinters. It also appears that the protective coating on your deck has worn away which makes this the perfect opportunity to revive your decking surface. I propose using a For Hire: Orbital Floor Sander - 4hr to sand the surface of the deck.
