Our garage wall and neighbour's garage wall is literally only 2-3cm apart.
rats keep coming into our attic from weep hole on that wall
but we can't reach the weep holes and cover them.
what else I can do to prevent the rats going into attic.

Welcome to the Bunnings Workshop community. It's fabulous to have you join us, and thank you for sharing your question about stopping rats from entering your house.
Normally, I would suggest using weephole covers to stop vermin from entering the house. But because it's impossible to reach the weepholes my only other recommendation would be to use mouse traps.
When making your decision it's important to consider if there are children and pets around. If there are, I suggest using child and pet safe traps.
If you have a large infestation, it will be necessary to install several traps in order to eliminate the entire batch. Using traps would be more advisable in this situation as the rats could die inside your wall when poisoned.
