Can soil go in the hollow legs of raised garden beds?

I bought a black plastic raised garden bed from Bunnings 

It has no drain holes in the base 

The legs are hollow and has a hole in the bottom of each leg 

When I fill it with soil the soil will go into the hollow legs 

Is this suppose to happen

Welcome to the Bunnings Workshop community, it is fantastic to have you with us.

 

I'm assuming you have a garden bed like this Fountain Products 697 x 425 x 655mm Charcoal Raised Garden Bed. Is that correct?

 

There is no issue with soil going into the legs. 

 

Excess water will still drain through the soil and find its way to the drainage holes at the base of the legs, whether there is soil in them or not.

 

In filling the garden bed, you will likely find that the soil falls into them no matter what you do, so it is probably best to just fill them first.
