A simple stepped paver pathway with decorative stones would likely be your best option, as you have a stormwater inspection point that should not be covered up with anything that can't be removed if needed. I figure a paver or some stones are easy enough to remove and replace when required. Here's an example render I created using AI to give you an idea of what I mean and what it might look like.
You would start by digging out some soil and creating a base using a compactible material such as road base. Check out How To Lay a Base For Pavers for some guidance on this process.
You would then create a border to help keep the stones in place using some edging. The example above uses timber sleepers, which would be a robust solution. They could be fixed in place using sleeper pegs or stakes.
Once the border is in place, you can put your pavers directly over the compacted base, then fill in around them using decorative stones. Check out How To Lay A Stepping Stone Pathway for some further guidance.
