Could a Bunnings adviser provide a list of items from Bunnings to design a mechanical advantage pulley system (at least 2:1) for pulling out a tree stump? The anchor would be a large nearby tree.

How big a stump are you looking to pull out?
The best option is something like this Gorilla 2000kg Lever Block With 1.5m Lift, which has the pulley system built in.
You would need to grab a couple of Gorilla 2000kg 3m Polyester Round Slings to attach the lever block to the tree and the chain around the stump, then pull the lever to slowly pull the stump out.

Would you recommend a ratchet load binder be used instead of the lever block?

I don't recommend using a ratchet load binder as they are designed for a different primary purpose. The Gorilla 2000kg Lever Block is primarily designed for lifting, lowering, and pulling loads vertically or horizontally. The ratchet Load Binder is specifically designed for tightening transport chains to secure heavy loads on vehicles. A lever Block: Has a brake mechanism designed to hold a lifted load in place at any height, allowing for precise positioning and vertical movement. A ratchet binder is designed to pull two ends of a chain together tightly, but it is not intended for vertical lifting.
