Hi, I realized these spots on my Pulmeria Alba today and am a bit concerned about it. Any recommendations on what these spots are and what should I do?

Thank you for sharing your question about your Plumeria Alba.
It looks like your Plumeria alba is dealing with a severe whitefly or mealybug infestation, and the distorted new growth suggests the pests have been feeding heavily on the soft tissue at the tips. The white, cottony buildup and the way the leaves are curling and yellowing are very typical symptoms. Plumerias are particularly susceptible to these sap-sucking insects, and once they settle on new growth, they can quickly deform it and weaken the plant.
The insects create the white, waxy coating you are seeing, and as they feed they stress the plant, leading to yellowing leaves and stunted tips. They also excrete honeydew, which can later lead to sooty mould, though I don’t see that yet in your photos. The good news is that this is treatable, especially if you act promptly.
The simplest immediate step is to wash the infested areas thoroughly with a strong stream of water. Doing this in the morning gives the plant time to dry. This physically removes a good portion of the insects and makes any follow-up treatment more effective. After that, applying a neem oil spray OCP 100ml Eco-Neem Concentrate at label rates will smother remaining insects. This oil is safe for plumerias when used early or late in the day, avoiding hot sun. It is important to spray the undersides of all leaves and the growing tips because that is where most of them congregate. You may need to repeat the treatment every five to seven days until you see new growth emerging clean.
Your plant will likely recover well because plumerias are resilient. Once the insects are managed, you should see healthy, straight new growth within a few weeks. Removing the most damaged or deformed tips can also help redirect energy into clean shoots.
