Hey. Is this plant oriental pearl ? I also find the that most of the flowers seems to have a brown dried like things on them. Is this a sign of something wrong with the plant ? I feel like they will look much better if it was completely white.

It certainly appears to be a Rhaphiolepis indica (Oriental pearl/Indian Hawthorn). The brown dried things are likely the buds that have folded back and exposed the flowers within. Once the flower drops off, the residual bud will also dry out and fall off over time, as the plant does not need it.
The plant seems rather healthy, but you might want to apply some fertiliser if you haven't done so in some time.
