i wanted to build a low level deck on top of my concrete . i am not sure where to start . If someone is building , or if there is a workshop I can plan to attend and get some tips and tricks . Any guidance or help would be much appreciated

I suggest having a quick look at these guides - How to build a low-level deck by @Adam_W and How to build a deck by @MitchellMc. These guides will give you the basics on what to take into consideration when planning your decking frame. I propose doing some measurements first and getting a general idea of how big you want the deck to be. Once you have your size you can then break to down into what direction the decking panels will be facing, what timber would be appropriate and is there enough space to install your low-level deck.
In order to help you further, would it be possible for you to please post a photo of the area where you plan on installing the deck. I also suggest having a quick look at this featured project - Low-level composite deck over concrete and soil by @oninpena. It's a good example of a single level deck.
