Please be advised that this is considered plumbing work and requires a licensed plumber.
It appears that the ground might have subsided, creating this gap. To be able to connect the two, your plumber would need to extend the fittings or the downpipe.
It's quite difficult to make connections with such little space. I suspect your plumber would remove the downpipe connector, extend the pipe up to minimise the gap and then reinstall the connector, fitting it to the downpipe.
