How to fix pool coping sharp pebbles?

I’m renovating on a small budget and have this issue with the pool coping. The pavers have sharp stones all over them. I’m new to this so I’m not sure if they’re pebble crete. 
Can someone please suggest if there is a cost effective way to fix them. I’ve read other posts about kits that can be purchased to repair pebble crete but it said you had to have a smooth surface to begin with. I’ve attached a photo.

MMmm you have replacement pavers.....

A cheap mallet to lift say a pathway into the pool.

Mortar premix just add water - Australian Builders 20kg Mortar Mix 

Have a go yourself - Free (mixed with a little stress for first time use)

 

If you are nervous you could even just stack several new pavers like bricks with mortar to see how it goes. Minimal cost that could save you bucket loads ? 

I would be tempted to have a go, even if you only remove a paths worth at first. :smile:

 

I cannot remember the Bunnings community members name but they installed a whole paved area at the rear of the house including having a bag of sand and pallet of pavers delivered. They had never done anything like that beforehand and really enjoyed it. Just been looking and found the project :smile: 

How to lay paving on my patio? by @lakiita is the installer :smile: When the costs are going to be high and out of reach then "have a go" bets bumped up the list.

That sounds like a brilliant idea. 3/4 of the pavers have garden bed behind them so it’s only really a small section of maybe 30 pavers that anyones feet get sliced open on. I love the pathway idea!!!!
