I have a tile on my balcony that is no long lying flat. I can push down on it (though not enough for it to be flat) but it won't move upwards. I'm not sure what I can do to get it back into place.
I also have another tile that has come loose in the same area and am wondering how I can fix it back into place.

It appears that the underlying floor structure has begun to move and is causing the tile up above from moving as well. For a quick fix, I suggest lifting the tile off the floor gently so as not break it. Remove as much of the old tile adhesive as you can on both the tile and the floor. I then recommend using a QEP Professional Grout Saw to remove the old grout, please make sure to not use too much force as your hand may slip and damage the tile.
Once the surfaces are clean and the old grout has been removed, I recommend using Selleys 350g Heavy Duty Liquid Nails to re-attach the tile back to the floor. I suggest using the same technique for the little corner tile. To grout the tile gap, I suggest using the Dunlop 800g Ready-To-Go Coloured Grout - White. Please note that this is not a long-term repair option and is only suggested to address the immediate damage.
For a long-term repair, I suggest engaging the services of a builder and having them examine the balcony frame and have it reinforced and repaired. Once the balcony frame is watertight again, I suggest removing all the loose and damaged tiles and replacing or re-laying them again using proper tile adhesive.
