I would like to paint this blue dry bag all black. What paint would I use to do this? Does Bunnings sell the right paint for the job?

Unfortunately, painting a dry bag black is much trickier than it might seem. These bags are designed with a water-repellent, often slick surface so they stay waterproof. That glossy, slick coating means most paints will not adhere properly; they will just sit on the surface and are very likely to flake or peel off with use. Even flexible or fabric paints usually struggle on this kind of material.
There are some specialised dyes or coatings made for synthetic, water-resistant fabrics, but they are quite niche and may still not give a long-lasting result. Realistically, for a standard dry bag with a glossy, waterproof finish, there isn’t a paint readily available that will work reliably. If you really want a black bag, the most dependable option is to purchase one that comes black from the manufacturer.
