Long story shot, during the last hurricane we were advised to cut the down pipe out of our aircon incase we got flooded and the water came up through the pipe. We cut it but probably not in the best spot. Will the be an easy fix and if so, what parts should I use?

It looks like this is just the condensation pipe for your air conditioner, so there shouldn't be any requirement to speak with a tradesperson.
You're going to need to identify the diameter of the pipe, which looks like it could be either 25mm or 40mm. From there, you will need a PVC elbow, and depending on how you've cut the pipe, possibly a short length of the same diameter pipe and a coupling.
You'll then use a hacksaw to trim the pipes, tidy up the cuts with some 120-grit sandpaper, then prime both sides of the connection with Protek Red Priming Fluid, then glue them with Protek Type N Clear PVC Cement For Non Pressure Pipes.
