I have gone 20 mm
Welcome to the Bunnings Workshop community @lee1983. It's brilliant to have you join us, and many thanks for your question about pool fencing.
The maximum allowable gap at the bottom of a pool fence is 100mm, as specified in the Australian Standard AS 1926.1 – Safety barriers for swimming pools. This means the space between the bottom of the fence and the finished ground level cannot exceed 100mm, ensuring small children cannot crawl underneath the barrier.
I suggest verifying with your local council the requirements in your area, just to be sure.
Regarding packing out a spigot, that would really come down to the manufacturer's directions for the product and the allowable adjustments. If they were purchased through us, I'd be happy to reach out to the manufacturer and check for you.
As a general safety warning, pool glass panels can shatter easily. Always wear safety glasses, cut-resistant gloves, a long-sleeved shirt, trousers and enclosed footwear when working with them.
Please let me know if you have any questions.
