I have dug up all the pebbles and trying to level this patch properly this time. My plan is to level the ground, put weedmat on then lay the pebbles on top. My question is do I use sand to level the ground? I have already got a tamper. Thanks heaps! It is a 3.3m x1.5m patch.

Instead of sand, I would suggest you use road base as it can be compacted better than sand can, which will create long term stability in the area. Sand is usually used for fine-tuning levels after a compacted base, but it doesn't look like you have a heap of room to work with, so I would just use road base instead, compact and level it and then lay your weedmat over the top.
