I only have plans of my house build and my idea of what I want! There will be the standard new build sink and tiles over it which I will remove, but I’d like some ideas on how I would install cupboards, new sink, and a counter?! And what to use. Looking to do this as cheaply as possible!

Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about your laundry room.
I suggest having a quick look at this guide - How to plan a laundry renovation by @Adam_W. With the available space that you have you can install a 900-base cabinet and a 900/800 wall cabinet of your choice or shelves along with wired clothes rack if you wish.
I suggest looking at the PRACTA cabinetry and the Flatpax cabinetry system. These would be the starter sets for affordable laundry cabinets, but if you are after something with better quality, I suggest looking at the Kaboodle range. In regards to benchtops, I suggest looking at the Specrite 2200 x 600 x 26mm Timber Multi Use Pine Panel. It can be stained and sealed and is easy to cut and install.
