Hi, I’m in a rental . The bathroom is a nightmare I want to “clean” it up with a new paint , but the ceiling is requiring some preparation and I don’t know where to start , any advise ? Cheers

Before you make any changes, I propose speaking to your property manager or the landlord to ask permission to paint the bathroom. It would be best to get their "ok" before you make any changes as they may have plans that you are not aware of.
But just in case you are curious about the process, the general steps are to sand the wall and ceiling making sure all the flaking defective paint has been removed from the wall. It is then cleaned with sugar soap to remove the sanding dust along with any oil or grease deposits that may have settled on the surface of the wall and ceiling. Once the wall and ceiling are totally dry a strong primer is used such as the Crommelin 4L Flat Aquablock Waterproof Primer Undercoat and then you can use a top coat of your choice.
