How to kill weeds and replace with lawn?

Want my back yard to be nice and green again. Best way to combat the weeds and replace it with nice grass. Have a dog so need to be careful on poisoning it. Is there a spray that will not affect my dog.

In order to give our members better idea of the condition of your garden, would it be possible for you to post a few photos of the area and a close up of the weeds you are trying to do battle with. Once we see the condition of your garden well be able to recommend a course of action you can take to move forward.

Are you able to keep your dog out of your garden for the duration of this project? 

I would recommend you follow the steps Mitchell shared in the article What to do when weeds overtake your lawn. Unfortunately, I would think that even if you used a pet-friendly weed killer, you will need to keep the dog off your lawn while it is establishing, whether you grow from seed or even if you lay instant turf.
