We have a lemon tree that we have neglected and I discovered it's got borers I have trimmed the branches back but there's not much left the branches were completely destroyed.

Sorry to hear about the borer infestation on your lemon tree. They are a difficult pest to deal with and can often multiply quickly. If the roots of the tree are strong enough perhaps new growth will appear. Make sure to dispose of the infested branches, don't mix them up with your mulch.

Given the condition of what's left of the tree, I'd remove it completely, and plant a new tree in another part of the garden. I very much doubt it will regrow - potentially the only life left in it may be the rootstock on to which the lemon was grafted, and that will not produce edible fruit.
