The mower engine hums well, but the propeller is not moving. Can I fix it? How? What parts are likely needed? Can I take the mower apart to check what part is broken? I am not sure how old the machine is.

I'm sorry to hear you're having issues with your Ozito lawn mower.
The first thing to do would be unplug the mower and turn it on it's side. Check that the blade is firmly attached. If it is loose, then that could be the reason why the motor and drive shaft are not connecting with the blade. Follow the directions below to tighten the blade with a socket set.
If the blade is firmly attached, then it might be an indication that there is an issue with the drive shaft. If that's the case and the unit is still under warranty, I'd recommend returning it to your nearest store with your proof of purchase for warranty assessment.
