The deteriorated retaining part cannot stop the soil anymore.
Any proper and quick ways to fix it would be much appreciated

It looks like there’s been a previous attempt to stop the soil from escaping using a cement-based patch, but unfortunately that material has broken down over time. The first thing I’d recommend is clearing away the deteriorated filler and any loose soil in the areas where it’s seeping out. That’ll give you a proper look at what’s happening behind the scenes and help guide your next steps.
A practical fix would be to re-pack those gaps under the bottom sleeper with a fresh layer of mortar mix to act as a barrier again. Once that’s set and doing its job, you could finish the look and help protect that edge by fixing a length of timber—something like 42 x 19mm Merbau battens—along the base over the repaired concrete area and into the bottom sleeper. You can stain or paint this batten to match the rest of the retaining wall, and it’ll give you a neater appearance while helping to shield the concrete from further damage.
If the issue keeps reoccurring or the wall is shifting, you may need to consider a more structural fix, but for now, this repair should hold well and keep things tidy.
