We have bought this plastic Fountain planter/raised garden bed. The trouble is it doesn't drain the water resulting into submerged plants in the water. I assume its caused by the overflow openings in the legs getting clogged with the soil?
I read about covering the overflow x 4 openings with weed mesh or sometheing like that.
More importantly, are these planters supposed to be filled up with potting mix well over the overflow openings?

Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about your Fountain planter.
The fountain planter has been designed to hold a bit of water at the bottom and the holes at the side are there to allow the water to overflow. Can you cover the overflow with weed mesh? Yes, that is exactly what you need to do to prevent the soil from falling into the overflow hole. Are the planters suppose to be filled with potting mix? Yes, they are suppose to be filled with potting mix otherwise your plants will be floating in water.
The purpose of the planter is to hold some of the water so that you don't have to keep watering the planter every day. Excess water flows out of the overflow hole. I recommend looking at this discussion - Do you need drainage holes in a plastic garden bed on legs by @helen63.
