Welcome to the Bunnings Workshop community. It's sensational to have you join us, and thanks for sharing your question about your hose reel.
Some retractable garden hoses can be replaced; a good example is the Holman Retractable Hose Reel. They are designed to be replaced, and it's possible that the Garden basics might have the same attachment systems.
However, I've had a good look and I can't find any reference or manual that talks about the Garden Basics garden hose replacement. There are notes about how to mount it and general descriptions of hose replacement steps but nothing that specifically says that this is how you replace the garden hose.
Since there are no specific manuals, I don't recommend taking the hose reel apart. There is a high-tension spring inside the hose reel and can cause severe injury if accidentally released. I suggest instead looking if you are still covered by your warranty. Should you decide to upgrade your hose reel, I highly recommend looking at the Holman set.
