My mum has a section of lawn that has been overrun by a particular type of weed (in addition to clover).
Is there a pet safe way of removing them and then growing lawn in its place?

The best way to move forward would be to temporarily isolate the area from any pets and apply a herbicide to kill off both the existing grass and the weeds. Most lawn herbicides are safe for pets once completely dry—always check the label to confirm. After the herbicide has taken effect and the lawn and weeds have died back, you can remove the dead material by hand or leave it to break down naturally.
From the photos, it looks like the soil is quite compacted, which is likely a big part of why the grass has struggled and the weeds have taken over. Before replanting, you’ll need to aerate and turn over the soil, then apply a fresh top dressing to improve structure and drainage. Once prepped, you can either lay new turf or reseed the area depending on what suits your mum's needs best.
