Unfortunately, there isn’t a reliable DIY solution for this type of damage on Caesarstone. The white cloudy ring and roughness you are feeling is typically heat damage, where the resin in the engineered stone has been affected by the hot plate. Once that happens, standard household cleaners won’t restore the surface, and they can sometimes make it worse.
The best course of action is to contact a professional benchtop or stone restoration specialist. They can assess whether the area can be repaired, and in some cases, they may be able to mechanically polish the mark out or blend it back so it is far less noticeable. The success of that depends on how deep the heat damage goes, but a specialist is really the only option worth pursuing.
