I'll have to check with Bondall, the company that produces Ranex Rustbuster when they reopen tomorrow, but I suspect the answer would be no, as nothing in its Safety Data Sheet indicates that it is food safe.

I've spoken with Bondall's technical team, who have confirmed that it would not be safe to use in this application. It is not a food-safe product, and it should not be used on surfaces that would come into contact with food.
You would be much better off removing rust from a hotplate using a wire brush or a wire brush attachment for a drill or angle grinder, cleaning the surface with warm soapy water, allowing it to dry, then coating the surface with a cooking oil.
If you did this, please remember to wear a mask, gloves and eye protection while removing the rust.

I just thought I'd add that we sell most standard-sized hot plates in-store. Just take the measurements of the plate with you, and our helpful team can assist with a suitable replacement.
Depending on how far gone the plate is, it might be worth replacing.
