Silly question - what do I do to this tap so that I can attach a regular outdoor hose to it?

Now I am not 100% certain, because that seems to be a rather old tap connector, but I suspect you might already have everything you need there.
The piece at the end below the white ring is a barb, which a garden hose would usually slip over and be locked in place with a threaded collar. The textured piece just above the white ring looks to be a collar, which, if rotated anticlockwise, should come off.

Once the collar is off, you would slip it over the end of the garden hose, then push the tip of the garden hose over that barb. When the garden hose is firmly over the barb, slide the collar up and screw it back onto the thread, which will lock the garden hose in place. Unfortunately, this setup doesn't allow you to use the modern clip-on quick-connect fittings, like this Pope Comfort Grip Hose Connector.
If this is not how things work, or you would like to use a modern clip-on hose fitting, then the larger protruding piece above what I suspect is a collar should rotate off, revealing a thread around your tap that you can use to connect a new tap adaptor, like this Pope Universal Tap Adaptor.
