Hi @zekereric,
Welcome to the Bunnings Workshop community, it is fantastic to have you with us.
I'd suggest grabbing a helper, maybe even two, and shifting the block out of position. When the block has been moved, you should chip away the mortar with a hammer and cold chisel so that it is back to bare block. Once the bulk of the mortar is removed, clean up the block with a stiff-bristle brush and some water to remove any remaining loose material. Once clean, wet the blocks to help the mortar stick, then apply a liberal amount of mortar to the block below and the block beside with a Brick Trowel and with your helpers, put the block back into place, pushing it sideways so the mortar between the blocks compresses.
You should then grab a spirit level and tap the block down so that it's level and in line with the block beside it.
Let me know what you think and if you have further questions, please don't hesitate to ask.
