Welcome to the Bunnings Workshop community @paulbasso. It's wonderful to have you join us, and many thanks for your question about repainting a steel fence.

 

I'd suggest you start by blasting all the mildew off the pailings with a pressure washer. Next, as the existing paint looks quite powdery, scrub everything down with a scouring pad and Sugar Soap. Rinse with fresh water afterwards. You will then be able to apply an epoxy-enamel paint directly to the surface. No primer is required. You can do this with a paintbrush or a fine-napped roller. Alternatively, you could look at purchasing a spray gun, which will give you quite a good finish to the job.

Did you have any photos of the fence you are looking to paint?

 

It is likely possible to use the same approach Mitchell mentioned above, but we'd have to see the fence to be certain. 

 

If there is an existing coating on the aluminium and it is in good shape, then you should be able to apply the epoxy enamel paint directly over it, but if it is bare aluminium or there is a poorly adhered coating, then you would need to sand it back and apply a metal primer before applying the paint.
