we had skirting boards installed and the tradesman didn’t do a very high quality job.
there are big gaps in the mitred joins (Hope that’s the correct term) and there are ALOT of nail holes.
I am planning on using spak filler to fill the holes and then sand and paint.
can I also use the same product to fill in the corners and then use a small brush and paint them? I think I may need somebody to come and caulk the top of the boards too

I'm sorry that you've had such a poor experience with your skirting board install. That's some very average workmanship.
As you've mentioned, you can use Spakfilla to fill the nail holes. Just wipe it on with the provided applicator, allow it to dry, then give it a quick sand to smooth it out, ready for paint.
For the corners, you would use No More Gaps, which can also be used to caulk the top edge of the skirting boards.
