I've bought some of these wall toggles but the install is constantly failing

I'm drilling a 3mm pilot hole then using a hand screw driver for the anchor. When I add the screws to the anchor they are just sliding straight into the anchor and spin without grabbing anything. If I try and remove the anchor from the wall it seems that the toggle has opened as I can't pull them out but the screw is doing nothing at all. I'm using them for shelving. I have one bracket into a stud but there's no stud where I need bracket number 2.
Help will be greatly appreciated.

First thing is check one by hand, hold the fastener in one hand and rotate until the toggle falls 90 degrees.
Hold that position and with the other hand insert the screw, does it push through the nut without gripping anything.
I can't recall any fastener pack that was supplied with the wrong screws so check with the team guys ( @MitchellMc, @Jason, @JacobZ ) if you need to return them.
Yeah I know... you need to extract the other fasteners in the wall so try this.
Using something like a knitting needle push the toggle to the end of the slot.
Grab the fastener with long nosed pliers (Arrows) and slowly turn and... you should get to a point where the toggle is closed and the fastener can be pulled out. Let us know how it works out...
