Looking for a solution to cover around toilet base. Toilet was replaced leaving a circle of cement which has been mostly covered by vinyl planks just need some idea to cover the rest.

Welcome to the Bunnings Workshop community, it is fantastic to have you with us.
The simplest option is to add a bead of white silicone, such as this White SikaSeal Silicone Sealant, around the base of the toilet.
You would cut your tip back so that the bead is wide enough to fully cover the gap.

You can then use the widest radius scraper from this Paint Partner 4 Piece Silicone Scraper Set to strike off and create a nice smooth bead.

Check out How To Silicone a Gap for some general guidance on the application process. Yours will follow the same basic principles; it will just be wider and curved.
