How to repair where adhesive has torn some paint off?

Hi there,

I've recently messed up and been too careless in ripping off two adhesive bathroom hooks and have torn through the paint. I would love some advice on how to go about the repair. I'm thinking:

1. Sand the area down

2. Apply Spakfilla (is there anything better?) to the area, sand it down once dried.

3. Repaint the entire wall with colour matched chip??

Not quite sure what the yellow material is, and if I can just use spackling over it. Not sure if I can get away with just doing a patch of it instead of painting entire wall. Not a very big space so wouldn't take long or too much $$ to paint one entire side.
