Yes, the magnetic tape will cling to the painted steel. Please keep in mind that the magnetic tape will not be able to carry any significant weight especially if you want to use it to hold a cover. I suggest looking at larger magnets or even rare earth magnets as they can provide a stronger hold. Please note that rare earth magnets must not be allowed to snap together as the resulting force can crack them in half.

thanks, but the magnetic tape i received didnt  stick to the steel window frames, must be the paint

Correct @Pete701 

It's a combination of a weak magnetic pull on a painted surface. Iv'e tried the same thing myself and resorted to a micro-Velcro product.

As @Nailbag mentioned, a stick-on velcro product could be a good alternative.
