We have small brown coloured shiny tiles on our balcony, must be 30-40 years old I think. I would like to paint over them with a lighter colour. What should I treat them with prior to painting to dull the shiny finish?

Unfortunately, I am not aware of any products that are suitable for painting outdoor tiles. Have a read of my colleague @MitchellMc's explanation in How to paint over outdoor tiles?
All tile paints that are on the market are for indoor tiles. You could try using a concrete paint, but I can't imagine it would be very effective without removing the glaze from the tiles.
The only way I'm aware of that you could remove the glaze is by grinding it off, which I can't imagine would be easy on your body and you are likely to crack many tiles.
Have you considered removing and replacing or even tiling straight over the existing tiles? Would this be a suitable option?

I dont know of any paint that will "hold on" to outside tiles. I do remember a discussion over someone wanting to paint theirs sometime in the past year or so but cant find it to see if it worked 😕
As an alternative have you seen these Dekart 300 x 300 x 22mm Modular Decking Tiles - Pack of 5 They come in different colours plus edges and corners. If its possible for a photo of the tiled area we could come up with some ideas ![]()

As @JacobZ has advised it's not a do-able project. However you could consider having them tiled over. Getting a few quotes from tilers would be worth the exercise. As well as @Dave-1 suggestion is also an excellent DIY solution. IKEA also have a few other similar options in finishes.
