Who is responsible for fencing?

Just want to know after reading rules on fencing If a neighbour nails palings to existing fence No discussion If the fence falls over as no reinforcement. Is he liable to pay for fixing??????

I'd suggest speaking with your local council or a lawyer for assistance with this matter.
