I have part of a sign stand where the metal is not stable on the bottom and is bending/ detaching. What could I use to secure it?

A simple solution would be to add an angle bracket on each side of the post and drive some metal screws through the angle bracket into the post and the base. To do this, you will need either a drill or an impact driver.
This will create a solid mechanical connection that will help to strengthen the joint.

I can’t do that because the other piece has to slide on top. Could I use a no weld glue or araldite?

Is there anyone who could do that for you? Any Men's/Women's sheds in your area?
I would say 'liquid glue' will not suffice.

If you aren't able to use screws, then as @Noyade mentioned, welding it would be the best option.
Like he has mentioned, a liquid glue would not be particularly effective because they rely on an application to a wide surface area and in your case, there isn't a wide surface area to bond to. You could certainly try something like Araldite, but I can't imagine it would be effective for long.
How tight is the other piece that sits over the top?
Could you use a low-profile screw such as this Zenith 8G x 12mm Galvanised Button Head Metal Screws with a thin bracket like this Carinya Flat Plate Make-A-Bracket?
