restoring colonial windows

Hi all.  Im now up to restoring colonial windows that with badly damaged timber.  Where should i start? What type of putty is best for this situation?

Is the damage to the timber? Or are you looking to replace the putty that keeps the glass in place?

To answer your questions.  Im looking to restore the windows.  The putty is uneven, cracking and popping out in several spots. Thevtimber is teal bad also.  Do you think sanding will fix timber?
