If you are just looking to remove the tap handle, it looks like you have already removed the screw that is designed to hold it in place. If you are still struggling, there is likely some buildup around the tap head that is stopping you from removing it.
If this is the case, I'd suggest soaking it with some CLR, allowing it to sit for around 5 minutes, then trying again.
If you are still struggling, you can try tapping the tap handle up with a hammer. You can use a rag to protect the underside of the tap as tapping it with a hammer can cause some damage.
