I’d like to hide/cover up the black foam in the expansion gap in front of my garage door. Is the best way to trim the foam just below the top of the concrete, leaving the foam there and then use a grey silicone over the top of the foam?

If you can, try pushing the foam down into the gap instead of lifting and trimming it. You only need about 20mm of depth, so if you can avoid trimming it, that will make your life easier.
Once you have adequate depth, use Concrete Grey Sikaflex 11FC Purform to cover the gap.
Check out How to fill a joint in a concrete slab. I didn't need it to be super clean, so I didn't do this step, but applying some painter's tape to either side of the gap will help you get a nice straight line.
