How many times have I done this over the decades?
With a average of three desktop computers around the house sitting on desks and each one with a chair that adds up to thinking... not sure lots of wheels over the years. We have always had pets including Maremmas and Golden Retrievers but they are gone and now with only two cats wondering why the castors clog up to the point where some of them actually jam and skid across the floor.
You need one with a chuck that will accept larger bits up to 12mm.
Bit sizes up to 13mm 👍
Cordless hand vac to clean up so I don't spend the night in the garden shed.
Small hammer to tap in the castors.
Remove all the castor wheels.
I am changing from 10mm plastic to 11mm steel so enlarged the holes with 11mm drill bit but the wheel pin would not tap in with the small hammer. Rather than change to 11.5mm (could end up to loose) I drilled again with the 11mm bit using a wiggle which worked out well.
Working my way around pushing them in with the thumb the tapping all the way down - all good.
Time too clean up.

I already have a box full of used plastic castor sets so that box can go in the bin.

I have this exact problem with my desk chair. They pick up hair, dust and random gunk, which ends up in clumps that eventually fall off and stick to my tiles. Very frustrating indeed.
Hopefully, the new wheels work well. I might have to consider something similar with my chair.
