Any advice on how I fix water damage to a wood windowsill?

Thank you for sharing your question about your windowsill. It appears that water has entered the substrate of the timber and has made it swell. If you wish to attempt a repair, I suggest sanding the surface of the windowsill until it is flat again. I suggest using an orbital sander or a combination of UNi-PRO Cork Sanding Block and Flexovit 115mm x 1m 240 Grit Painted Surface Sandpaper Roll. Using the sandpaper with the sanding block will give you a flat surface.
Once the surface is level, I propose covering the timber surface with UNi-PRO 500g Multi Purpose Interior Filler - 500g. This will solidify the surface and prevent timber fibres from lifting up when the surface is painted. Once the filler cures lightly sand the surface one more time to get a totally flat finish. The following steps will be to prime the surface and paint over with a top coat.
However, if the windowsill is damaged even further and sanding the surface is no longer an option, you'll need to take the windowsill apart and replace it with a new timber piece.
