The design and mounting mechanism of a dust bag holder (the frame or support inside the vacuum) often needs to match the shape, thickness, alignment, locking slots, and lock tabs of the vacuum’s bag chamber.
I've had an extended search in regards to compatibility and could not find any documentation about the vacuum bag holders possible fit, it’s unlikely that a Hoover dust bag holder would be a reliable fit for your Homemaker Onko VCB45-13A. It might physically fit in some cases, but likely with poor sealing or misalignment. This would cause dust to whirl around the vacuums inner chamber rather than being sealed inside the bag.
The good news is that you can order the 10 X Homemaker CM881 CM868J-180 VCB45-13A VCB45-16A Vacuum Cleaner Bags from the Bunnings website which is compatible with your vacuum cleaner.
