How to bolt a fence bracket to a concrete sleeper?

Any tips on what bolt to use and how to drill a bolt into a concrete sleeper in order to attach a fence bracket to a C post? We have had no option but to concrete  a C post against the middle of an existing concrete sleeper wall that borders mine and my neighbours boundary.

You probably will need to cut it off flush with the wall and relocate your fixing position @Naidoo021.

 

I'm unsure exactly how you intend to epoxy the bracket in place permanently. Epoxy glues are typically not suitable for gluing brackets to surfaces.

Can you @Naidoo021, or someone else - now weld the end of the (too short) bolt to the bracket frame?

To me it would be a relatively simple solution? 

Otherwise re-drill again, as per @MitchellMc's advice above, and start over...
